Did you sign any type of agreement like a lease... read what you signed. Also check with the landlord or tenant laws in your area. You will probably need to go to small claims court. Make sure you bring a printout of the web advertising, and pictures of the actual condition of the apartment. Pictures are worth a thousand words.

It does not cost you anything to talk with a lawyer. Your initial consultation is usually free. Do you still have access to the web site that you took the virtual tour on? Did you print any of this out? Do you have a written lease in your possession? Can you take photo' s of the place now? If you can prove any false advertising or misleading practices by the rental company then you can sue them for your money back, if needed. You can also have a lawyer look at all of this and they may be able to just do a letter for you and you may get your deposit back with that alone. But talk to an attorney and then let the office know you have contacted an attorney for breach of contract, false advertisement and any other thing the lawyer comes up with and you may not have to go to court at all. But, the bright side is, if you can prove all of this, you will have no trouble convincing a judge that you are entitled to your deposit back. Judges frown upon slum lords.
Best of luck to you.

You may have to take this to small claims. Contact as many business organizations as possible (ie the better business bureau, etc. and report this). If you can't get anywhere. Then call you attorney general for your state.

I had a problem once with a phone company and my state attorney general's office took care of it in 24 hours.
